I'm not 100% sure, but didn't it have something to do with the Soviet leadership wanting to calm down it's Allies during the Second World War?

As Finn says, the USSR didn't want to piss off the allies.

On a theoretical level, they justified the decision by saying the international situation was too complicated for the Soviets to lead properly. Essentially, communist parties in their own respective nation/country where given wider freedom, but in practice, Soviet opinion still had a lot of clout.
