Work to Rule or a General Strike

What are peoples thoughts on a work to rule as opposed to a general strike. See letter in the link below

Personally I favour both.
First if the event of an industrial dispute I think the traditional union meeting with owners,If that fails follow up with work to rule and finally if that fails general strike.

What I do like about work to rule is it still allows the work place to be maintenance and serviced,members of the miners union in Nottingham and parts of South Wales advocated this during the miners strike this would have allowed essential maintenance to continue so the strikers had a job to go back to,but they decided rightly so to show solidarity with their northern comrades and strike.Some Notts miners to this day say work to rule would have saved mining in the UK and blame Scargills ego, whilst Northern miners rightly point out the struggle had nothing to do with mining but everything to with Thatchers need to destroy union power.
