What do those here think of the idea? Would it work for very mixed race/ethnically diverse areas such as New York city?

From Vladimir Medem and his essay Social democracy and the national question

“Let us consider the case of a country composed of several national groups, e.g. Poles, Lithuanians and Jews. Each national group would create a separate movement. All citizens belonging to a given national group would join a special organisation that would hold cultural assemblies in each region and a general cultural assembly for the whole country. The assemblies would be given financial powers of their own: either each national group would be entitled to raise taxes on its members, or the state would allocate a proportion of its overall budget to each of them. Every citizen of the state would belong to one of the national groups, but the question of which national movement to join would be a matter of personal choice and no authority would have any control over his decision. The national movements would be subject to the general legislation of the state, but in their own areas of responsibility they would be autonomous and none of them would have the right to interfere in the affairs of the others”.

As I've mentioned elsewhere, I believe that the Austro-Marxist theory of national personal autonomy is a reasonable alternative to outright secession for minority groups to consider following the revolution.

Well, I think that secession is ideal for all peoples, in the most segregated and least ethnically diverse areas of the nation. However, I think National Personal Autonomy would work well in the establishment of multi-ethnic states where there is a lot more ethnic diversity. Perhaps NPA can even be established nation wide and each group could form their own councils (European-Americans, African-Americans, Asian- Americans etc) on the nation wide level across the confederation (which I think should be established.) It would function as more of a heterarchical organization.

It is safe to say something like this is absolutely needed in order for all groups involved to rediscover their roots and let culture flourish admist these dark days of capitalism.

Certainly interesting idea, but here in Europe is both unnecessary and will not succeed. Altough in US it should be in 'theory' a success.

The theory was originally designed to implement in Europe, specifically Austria. Why do you feel it's impractical now?
