Communal Councils in Venezuela

There are plenty of criticisms and reservations that are legitimately leviable at Chavez and his governance, but he has done some great things too. Some of those things are that he set up several worker owned and operated businesses, empowered women, heavily encourages education and literacy, and nationalizes industries. Another excellent development is the organization of community councils to which the state delivers resources and money for community projects. More information can be found in this report:
